This message is for you if you are one of the many chasers who keep an IOTA score in a “pending application”
on the IOTA database and have never made a submission. The Board of IOTA Ltd has decided that it is not in
the best interest of the IOTA Programme to continue with a situation where people in this category exceed by
a wide margin the number of participants shown in the annual Honour Roll and Annual Listing. This misrepresents
the scale of interest in IOTA within the community and skews key statistics, particularly the Most Wanted List, to
a point where it may deter island operations. With the recent introduction of an additional option of paperless QSLing
with QSO matches, the number of new registrations on the IOTA website has grown significantly, but less than 10%
of them have led to a submission. Depending on how this percentage changes by the 31 January deadline for the Honour
Roll/Annual Listing, the Board is seriously considering introducing an annual charge for continued access to a pending
record. This would apply both to new and existing registrants who have never joined the IOTA membership but have
recorded a pending score of more than 100 IOTAs valid for the basic award. The Board regrets having to do this but,
given the cost of rewriting the IOTA software to incorporate QSO matching and other developments, the present imbalance
where non-members making no financial contribution exceed by a wide margin members who pay fees needs to change.
A final decision will be taken after the annual update but, unless there is an improvement, an annual levy looks likely.

IOTA DIRECTORY 2016 ---> The 17th edition of the IOTA Directory, edited by
Roger Balister (G3KMA) and Steve Telenius-Lowe (9M6DXX), is now available
at the RSGB Shop (www.rsgbshop.org/acatalog/Online_Catalogue_IOTA_42.html).
This 128-page book contains the complete, official listing of IOTA islands
as well as everything you need to participate in IOTA. Also included are
reports of rare and costly IOTA operation - S79C (Coetivy Island, AF­119),
VY0M (Melville Island, NA-248) and ZL9A (Antipodes Island, OC-286).

IOTA HONOUR ROLL ---> "The 2016 Honour Roll and Annual Listings have been
posted on the IOTA website ( RSGB IOTA INFO). 186 record-holders
have scores of 1000 or more IOTA groups and 519 of at least 750 groups
which is the number required for the IOTA Plaque. Amateurs from 100
countries now have the starter 100 Islands certificate. Congratulations to
all who have joined the IOTA family or updated in the last year". [TNX

IOTA LTD ---> "Following agreement with the RSGB, management of the IOTA
Programme has now moved to Islands on the Air (IOTA) Ltd, a new
not-for-profit company, limited by guarantee in UK law. This body now has
full responsibility for all aspects of the programme, its day to day
management, strategy, policy, finance, development, promotion and
marketing. The company has been registered in the names of Roger Balister,
G3KMA and Stan Lee, G4XXI who are its current directors but a full Board of
Directors will be formed shortly.
The new IOTA Directory, published by the RSGB this month, refers to the
newly set-up company under a different name but this has now been changed
in the way always intended. It will take a little time to carry through all
aspects of the changed governance but IOTA enthusiasts should be assured
that the new company is fully committed to completing the paperless QSLing
project that will allow electronic confirmation of contacts. No significant
change of policy is otherwise envisaged. More information shortly". [TNX

IOTA RULE CHANGES --->
The new Directory introduces some fairly significant
rule changes, made in the interests of simplification, which will take
effect from 1 June 2016:

a. The discontinuation of the issue of paper certificates.
b. The discontinuation of giving credit for VHF / UHF contacts in the
Standard Category of Application.
c. Charges have been increased and the charging regime has been simplified.
d. The threshold figure defining a "rare" IOTA group has been raised to
cover those groups which 20% (previously 15%) or fewer participants have
credited to their scores.
