REALTIME BAND CONDITIONS WEB SITE <http://www.bandconditions.com>:
The purpose of this experimental Web site is to provide 24-7-365 actual
(REALTIME) band condition information to CW QRPp, QRPe and CW/SSB for
Contesters interested in increasing their scores. It can also be of
benefit to other Radio Amateurs to determine band conditions for Nets
and casual QSO's. This information is NOT based on any software pre-
dictions or any kind of satellite based readings. It is based on a
new Ionospheric sounding method called "HF Ionospheric Interferometry"
which operates very similarly to the PolSAR system used by NASA.

V4, ST. KITTS AND NEVIS (On the Bird). John, V47JA/W5JON, has been oper-
ating on SO-50 from St. Kitts with some success. The problem for him is
that there is terrain in the way from about 320 degrees, north to east,
so he is limited to what he can work from his house there. John is putting
together what he will need to operate portable from the top of the hill
where he will be able to see down to the horizon to the north. Once he
has everything together he will be able to work down low and work more
stations in the U.S. He is using an Arrow antenna and two FM mobile units.

went away years ago. He will be on St. Kitts for a few weeks and he hopes

a replica of the original which fell into the sea during a storm in 1927.
It currently features a museum and is the focal point of the Tuckerton
Seaport. It is not on an island and it does not count for IOTA or USI.
Operation is planned mainly on 40 and 20 meters SSB with some CW from
about 1300-2100 UTC each day. QSL via N2OO.

ZZ0, TRINDAD AND MARTIN VAZ ISLANDS (Cancelled). It was announced this

425 DX NEWS MAGAZINE ---> The April 2016 issue is now available for
download at www.425dxn.org/monthly/index.html. [TNX IZ3EBA]

DXCC NEWS ---> 5A1AL (Libya, all operations) has been approved for DXCC
credit. If you have had this rejected in a prior application, you can send
a note to dxccadmin[@]arrl.org to be placed on the list for an update to
your record. Please note the submission date and/or reference number where
the rejection was noted to expedite recovery of the information.

OPERATING STANDARDS BOOKLET ---> Over the last eight years, the booklet
"Ethics and Operating Procedures for the Radio Amateur"
( www.hamradio-operating-ethics.org ) has become a respected work describing
the best standards of operating on the amateur bands. Translated into most
major languages, the booklet by John Devoldere, ON4UN and Mark
Demeuleneere, ON4WW, is a valuable reference work for all radio amateurs.
Mark and John recently contacted IARU, explaining that they felt it
appropriate for IARU to become the custodian of the booklet into the
future. The IARU Administrative Council accepted this offer with gratitude,
and on 5 May Mark and John met Don Beattie, G3BJ, President IARU Region 1,
in Brussels to officially hand over the document. IARU will now carry
forward the work in future years to ensure its continuing relevance and
currency. [TNX IARU Region 1]

DXCC DELETION OF KINGMAN REEF ---> The ARRL Awards Committee has voted to
delete Kingman Reef (KH5) from the DXCC List, effective 29 March 2016.
Kingman Reef will be added to the Deleted Entities List on 29 March 2016.
The total number of entities on the List will drop from 340 to 339.
The deletion process is described in DXCC Rules Section II DXCC List
Criteria, Part 5(a) Deletion Criteria: "An entity may be deleted from the
List if it no longer satisfies the criteria under which it was added.
However, if the entity continues to meet one or more currently existing
rules, it will remain on the List."
With respect to the previous paragraph's text, Kingman Reef's original
addition by virtue of separate administration has changed (separate
administration by the U.S. Navy has been removed), and the reef does not
meet any current criteria to remain on the list. The U.S. Fish and Wildlife
Service administers Kingman Reef and Palmyra Island. The reef is too close
to Palmyra Island to count as a separate entity. The reef is now considered
part of the Palmyra/Jarvis DXCC entity.

DXCC members who have affirmed credit with Kingman Reef will see their
current entity totals drop by one on their DXCC awards - including on the
bands and modes where Kingman Reef credit is given. They will also see
